Luis Vera Morales.\u00a0 <\/strong>A pioneer in Mexican Environmental law and practice, V&A founding partner. Luis Vera received his law degree from the Escuela Libre de Derecho (ELD) in Mexico City.\u00a0\u00a0 The Universidad Panamericana (UP) awarded him a post-graduate certificate in Economic and Corporate Law.\u00a0 As a Fulbright\u00a0 Scholar and Ford MacArthur Scholar, he studied at Tulane University in New Orleans, LA, culminating in a Master of Laws degree with honors in Environmental and Energy Law.\u00a0 In 2010 he received a Doctorate in Environment and Sustainable Development from the Centro Interdisciplinario de Investigaciones y Estudios sobre Medio Ambiente y Desarrollo of the Instituto Polit\u00e9cnico Nacional (IPN) in Mexico City.\u00a0 He represents Mexico at the Latin-American Science and Technology Development Program (CYTED).\u00a0 He is a member of the Board of the Mexico-U.S. Commission for Educational and Cultural Exchange (COMEXUS) and Secretary of the Fulbright Alumni Association in Mexico.\u00a0 In Mexico and abroad, he serves as coordinator and instructor in various graduate studies programs in environmental policy, management and law.\u00a0 His expertise includes infrastructure projects (i.e. energy, mining, water, communications and tourism), biotechnology, wetlands development, legislative development and commercial transactions that entail duties under environmental law, climate change, hazardous materials, arbitration, consensus building, environmental damages and liability.\u00a0\u00a0<\/p>\n

He was also invited by former President of Mexico, Enrique Pe\u00f1a Nieto, to join the transition teams on Energy and Environment.<\/p>\n

Most recently, Luis Vera served as Executive Director of the Environment, Energy and Security Agency (ASEA).<\/p>\n
